| The project is intended to be implemented in six
zones and 12 woredas of Oromia National Regional State, out of
which three of the woredas are located in North shoa, three wordas
in Jimma Zone, two in Ilubabor Zone and two in East Haraghe and
1 each in West Wellega and East Shoa Zones.The target woredas
are selected to adress all categories of communities icluding
the pastoral, urban dwellers, drought prone areas as well as the
rural inhabitants where their socio-economy predominantly agricultural.
In this regard selection of the woredas as well as zones has considered
distagnce and marginalization as selection crateria to cover both
the centre and peripheral areas |

| On 24 december 2007, Oromia Development Asoscaition(ODA),
as a lead agency. signed agrant contract with GTZ/IS , the management
Agency of the Ethiopian Socail accountability Program, to implement
socail accountability project in 12 woredas of the oromia region.
The title of the project is "Promotion of Socail accountability
through collaboration, Networking and Empowerment of Citizens
in Oromia Region" and its duration is 18 months(January 2008-June
2009)and with possibility of extenssion. ODA and PADET ever since
their foundation, have been working on similar projects in close
partnership with relevant Government and community institutions.
As a result, they have established an effective network of working
with the poeple at a community level.

The overall objective of the project is to enhance good governance and development
effectiveness by promoting genuine citizen participation, tranisparency
downward accountability and responsiveness of public policy
making public budgeting and the delivery of public services
both at regional and local levels across three sectors namely
health, agriculture and water supply.Specifically the project
will adress the following three objectives:
- Build and strengthen citizens and grassroots community based
organizations which are capable
of engaging with government and other stakeholders, and evntually
enhance good governance
- Establish and strengthen the linkage between civil forums/networks
and service providers so that citizens/communities meet and
discuss on socaill accountability issues on regular basis
- Establish/build information base and document and dissiminate
essentail information so as to facilitate informed development
planning, participation and accountability.

Socail Accountability
can be defined as " an aproach towards accountability
that relies on civic engagement i.e in which it is ordinary
citizens and /or civic society organizations who participate
directly or indirectly in exacting accountability". Socail
accountability aims to strengthen the use of socail accountability
aproach by citizens and support civil society organizations
as a means to make basic service delivery more effective,
efficeint, responsive and accountable. The concept of
socail accountability underlines both the right and the
corresponding responsibility to expect and ensure that
government acts in the best interest of the poeple. The
obligation of the government officials to be accountable
to citizens derives from notion of citizen's rights, often
enshrined in constitutions, and the broader set of human
rights. Socail accountability initaitives help citizens
understand their civic rights and play a proactive and
responsive role in exercising those rights. |

| The Protection of Basic Services (PBS) project was
established in june 2006 by the Government of Ethiopia and International
Development partners as a new machanism to support Ethiopia's
progress towards the Mellennium Development Goa l(MDG) targets.
The PBS project aims to ensure that the critical basic services
in primary schooling, basic health care, water supply and sanitation,
and agricultural extension continue to reach the poor.The overall
